 use koi8-r. windows' users won't see any difference, but in many cases this will
 save unix users from some problems.
 of course, you must also correctly set up the web server in order to send proper

 yes, it does.
 search at freshmeat.net, for example.
 if you can read in russian, look at freshmeat.net/projects/asrecod. it recodes
 between a number of cyrillic charsets and can auto-detect charset of the input
 file (or stdin).
