 The most popular internet standard in Russia is CP1251 because this encoding is 
 used in MS Windows, but KOI8-R is usable too. E.g. I use Linux about 2 years and
 there are some difficultis with CP1251 and I use KOI8-R. But I can view webpages
 in CP1251 and CP866 encodings.
 There are many applications to convert from one charset to another and I've
 written two such applications in C++ and in Java. If you want I can give you my 
 programms, they are both under the GPL license. I can send you archive with
 source files and binaries for Linux, DOS and Windows via e-mail. They are less
 than 150 kb.
 If you'll be pleased with this programms I suppose you'll help me to publish my 
 software in the Internet
