 Разница есть. Толковый сервер (не знаю, относится ли к ним апач) должен
 уметь запускать CGI с каждого виртуального хоста от имени ответственного 
 за этот хост пользователя (вебмастера). Чтобы, значит, всякие квоты и права 
 доступа можно было системными средствами manageть. Что в известной мере 
 решает исходную задачу.
