TLA - Top Level Aggregator. As originally described in the IPv6
network hierarchy, a service provider at the top of an IPv6 network
hierarchy. The TLA is responsible for maintaining the upper levels of
the IPv6 network routing hierarchy. The TLA field of 13 bits supports
up to 8192 TLAs. The TLA is no longer part of the IPv6 RFCs.
