Зависит от платежной системы. Вот что на эту тему, например, пишет CCNOW:

client may specify that shipping charges are not refundable
If a customer claims that a product was never received, we will grant
a refund

Вполне нормальный подход - защита продавца (клиента платежной системы) от
недобросовестного покупателя.
