В действующих документах для государственных организаций США и Европы
существует требование, чтобы система взаимодействия в вычислительных
сетях была основана на _стеке_ ISO/OSI, либо допускала апгрейд на
них в будущем.

2. For an organisation intending to derogate for reasons of operational
continuity, the Decision imposes an additional requirement. The
organisation must, in this instance, draw up a migration plan, which
will allow them over a reasonable period of time to adopt standard
interconnect mechanisms between processors. The plan will obviously be
specific to each organisation but is likely to include some or all of
the stages in the following sample (which are listed in broad sequence):
