 governmental language based material be produced in TWO languages; the 
 national language of the member country AND ENGLISH.
 
 Yep, that's true. (I was there to "watch".  Landed in London the day the 
 danes voted the Maastricht Treaty down and bought several copies of the Times 
 bearing a LARGE PRINT headline "MASTRICHT IS DEAD".  Meaning the EU would 
 never happen.  Toured several candidate countries w/U.S. acedemics whilst the 
 EU guys in ea. country tried to send us home to report EU is a lock.  Things 
 were told, revealed, insured in their moment of top level self 
 consciencousness.  Waaay!  EU never happen?  It did.  Tho. Sooo, their home 
 gov. is cool w/english for sure, a lot, now, from now on, forever, waaay, the 
 most base level of highest government fiat.)

 India: the civil service/gov nationally, regionally, suburbly even, have done 
 ALL biz. in English since the Brits fiated those things for them.

 The former Soviet Union imposed college level fluency in English on all 
 college students from arrival (and forced just about every decent intellect 
 to go to and graduate from college (and in English, "talk good").  How many 
 former U.S.S.R. countries are there?

 Wherever there is a McDonalds or other U.S. "born" merchant influence (or 
 U.K. Commenwealth/former colony; like us/US), you cannot get a job at the 
 counter/customer there if you don't "talk good", in ENGLISH. (In the EU tour, 
 we did a parallel case study of McDonalds (in ea. city of ea. country we 
 stopped in, re: their Corp. and distributor and franchisee level particular 
 experiences of adaptations made to succeed in internationalization, at the 
 "there" "their turf", local (way) level".  I noticed I knew only English and 
 was getting along great and brought that up in the discs.  BTW, I did prepare 
 for Germany and learned a single phrase I picked as the most likely to solve 
 whatever problems I might land in "Ich bin auslander und sprechen nein 
 Deusch"; that's right, "speaking" that phonetically, glibly and somewhat 
 quickly (speaking slow is a self-setup; "everyone will absolutely notice; 
 fast), I could ignore that it didn't parse in German.)

 No biz., of any sort that might ever care about the impact of software impact 
 "we" work in will accept any of it NOT in English.  (Why is kinda 
 cool/revealing/nationalistic-pride-making-generating (still sic))
 
 Therefore, other char. sets etc.; leave that out of the core processing and 
 in only the filtering, IM!HO).  If parts of speech need to be reordered for 
 quality translations, code it, in Perarl etc., in english UTF8?

 ended up Certified International Trade Advisor via the U.S. Dept. of Educ. 
 grant program to produce International Trade Advisor Certification.  I like 
 to assume my friend, the course developer and principal instructor John Cale 
 signed mine first due to my role in "hooking them up" w/The Honorable John 
 Dingell, U.S. Congress, House of Representatves via the Southern Wayne County 
 Chamber of Commerce, of Metropolitan Detroit's Southern suburbs, then 
 President Omer O'Neil and his exec. (now Pres.) Ed Clemente (who is also a 
 CITA, Certified International Trade Advisor-he missed EU tour; Omer needed 
 him at work and he's a BOD member/educator at our communities (not possesive 
 case, 21 of them in SWCCC) newest showcase Community College, AND he plays 
 rugby all over the planet, and my then working w/John Cale on specifics of 
 course content, "presentation", and "in vitro"

 Re: my submission(s) above; likely applicability/relavence/affirmability; My 
 buddy John Cale served as a Marine Lieutenant (spook div.) courier in the 
 Korean police action conflict and was the only survivor of an airborne 
 hand_cuffed briefcase delivery mission.  When his legs were fixed as much as 
 then possible and he was again mobile, he was awarded "choice of duty" until 
 the mandatory fitness requirements to remain a Marine mandated (fullest 
 review processing time consmption couldn't continue) his discharge.  Taking 
 advantage of the G.I. Bill to get a Masters, he ended up Chrysler's #2 guy 
 for Europe dealer op.  (# 2 is responsible for the opertions, as #1 is 
 responsible as point person for the (never ending bc. there can never be 
 enough of the opportunities from genuine waaay top level) social event 
 socialization (marketing, the top level, face to face evaluations of likely 
 reliability, capability, mash_it_thru_when_somebody_interferes ability, which 
 is naturally of overiding importance.  Sooo, John searched, identified, chose 
 dealer entity candidates, submitted his evaluations (family bank connections, 
 family experience, family power in relavent layers of gov., etc. the things 
 that matter; this is in Europe, post war recovery, remember, a very mature 
 culture re: what works, really), made it happen for chosen candidates, got 
 it's cash flow Corp. stipend in the hands of his bank guy.  When a dealer 
 org. got in trouble, he was expected to go fix'em, so he did, regularly, it's 
 biz., etc.  Then when Congress saved the U.S. workers, investors etc., John;s 
 mission was to dismantle all he had built and maintained, cancel the lease on 
 his London office turn the light off and fly home to be downsized and apply 
 for unemployment (remember, this guys a hero by nature and experience).  Then 
 he got a job as an acedemic, created and maintained the School for 
 International Business for Madonna College, bumped into me at a local Intnl. 
 biz cocktail reception for some recent arrival (China guys, their first 
 PRE-U.S./Detroit let's start an auto biz. too visit).  We hit it off good bc. 
 of our perspective of how biz. really has to operate, the 
 everyone/everything_else balance gambit to keep it effective and thus in 
 existence).  I accompanied him along his goal of being a player in how this 
 would_go/went down, some details going the way our entities/community needed 
 it to (bury it in a line-item, in the details, negotiate, get 
 political/balance_compromised; just get what you need gettable), like them 
 (the Chinese, their hard core socialists, remember, they're tuff 
 negotiator/influencers like you may never have imagined, like the car biz; 
 Co./Union interplay upshot).  Completeing getting the Chinese 
 pro-Detroit/car-biz faction successful (from the local point of view), and 
 the resultant China biz activity birthed and big, we began musing about this 
 United States of Europe (EU) thing we had heard so much about, from the 
 channels we had in common, and decided the matter seemed worhty of further 
 investigation, as it seemed likely to be worthy of further impact on 
 International Trade (from a local perspective, and don't forget John's 
 Chrysler experience), as he pointed out, Europe is likely doing all that for 
 the benefit of their bizs (we/USbiz were making substantial inroads despite 
 their post war nations rebuilding necessary and vital European Commission 
 trade treaties (pro their country tariffs on European goods and especially on 
 everbody (sic) else and especially it sure seemed on us/US, IOHO, in our 
 helpful opinion { :  > )-[---.--XX  (the pointyhead pencil-necked geek 
 off-center naveled crossed leg (thighs and then feet 2) smily?)).  Sooo, 
 thus, eventually, the above main message body assertions re: 
 EU/English/Perl/GLOBAL/biz/utility/optimization/effectiveness incentive.
 
 Pardon my spew, thought some of u might "need to know", soon.
 
 Pleas, keep Perl (itself) stuff English only.  There's so much yet to be done 
 in so many other things, like Perl utilization contributions to global well 
 being in the nearer term.  There's a LOT of starving kids out there; many 
 more due to show, soon.  Let's pick up the pace.  They need a JOB, not a 
 fish.  And don't teach them to fish so u can sign them to self indenturing 
 (support/maintenance) contracts for the damn "hook" (they can probably get a 
 line on the rest of the gear, like sticks and long thiner stuff that flexes 
 good, tho they'll likely be long starved dead by the time they conceptualize 
 lures, like analysis of any presentation of hook contract marketeers they 
 might hear but yet not hear).  Hunger hurtfully hinders hearing; waaaaaaay.  
 Wiper out the 4H club?  No!  Not that one, this one.
