У меня опыт со стороны провайдера. Сначала - такие ответы:

According to Russian legislation, judgement on legality or illegality

Since you have no court desision, you can't request anything - so,
we assume you are asking us to:

As we can't identify this case as "other illegal activities", we
can't treat it as an infringement of the contract. Even more -
provided information is not enough for identification of our user
so we can't even ask them to stop noticed activity.

if any will appear in the future.

е-а... арисуются - будут посланы по тому же трехбуквенному азимуту (в суд),
бодаться с нашей совковой бюрократией. Что примечательно, за все время своей
работы в IT ни одного судебного предписания я ни разу не получал :-)
