Users use special client software to start or stop their internet connection, and the server (connectd) ensures that the connection remains up only while someone's using it. (Which to us Europeans, who have to pay for our on-line time, is a real plus. :) For example, you might have a Linux server, with a modem, networked to some Windows and Linux machines. Install connectd on the server and any of those machines can start or stop the server's modem connection to your ISP.
