   В новом (который в Debian) libc есть генератор локалей -- localedef.
 Вот им и пользуйся. Только лучше locale-gen, как это в Debian
 предусмотрено. Пример:
 
 $ cat /etc/locale.gen

 # of valid supported locales at /usr/share/i18n/SUPPORTED. Other
 # combinations are possible, but may not be well tested. If you change
