по RFC subj должен быть MIME-encoded ;-)
гейт на fido7.ru понимает MIME в сабжекте, если его кодировка совпадает с
кодировкой письма. Так что смысла извращаться с удалением MIME, наверное,
нету...

Попробуй добавить
(set-language-environment "Cyrillic-KOI8")
(set-terminal-coding-system 'koi8-r)
в ~/.emacs
