Они. Как регистратор они определяют условия, на которых оказывают свои услуги.
Так вот, когда ты хочешь передать свой домен мне, ты обычно просто вносишь
соответствующие записи на сервере твоего регистратора. При этом плата не
взимается.
Ганди такого не позволяет. Требует оплачивать регистрацию по-новой.

I want to change the name of the domain owner
You will be charged EUR 12 + VAT (sales tax) if applicable.
The procedure is as follows:
The new owner has to create an ID at Gandi (on our website under the heading
Administration/Create a new GANDI ID).
The former owner has to send us by mail: :
a letter to inform us that he/she wants to transfer his/her domain ownership and
to give us the name of the new owner
the copy of his/her identity paper
a check in French Francs or in Euros only
The former owner has to change his/her contacts and replace them with the new
owner's contacts.
The new owner has to send us an e-mail with the address, phone and fax numbers
that should appear in the domain data base together with the names and e-mail
addresses of his/her contacts.
Gandi will enter all these new data.
